President

13+ years | $1B+ delivered. Juan has served as Project Manager and Construction Manager on Design-Build, CMGC, and P3 transportation and water programs for USACE, FDOT, NCDOT, and SFWMD, with zero OSHA recordables across more than 1,000,000 cumulative man-hours. Before co-founding A & P Heavy Civil, he built his career with Kiewit Infrastructure Co., one of the nation's leading heavy civil contractors, managing complex public and private infrastructure projects ranging from $15 million to over $600 million. A South Florida native, Juan earned his Bachelor of Science in Civil Engineering from Florida State University.

Business Development & Qualifier

Ashley Pacin is a former CEO and business owner with executive leadership experience in the transportation and petroleum industries. Throughout her career, she managed operations, commercial relationships, and strategic growth initiatives within fast-paced and highly competitive markets, developing a strong foundation in business development, client relations, communication, and operational management. Known for her professionalism and relationship-driven approach, Ashley brings extensive experience working with commercial clients, managing day-to-day operations, and building long-term industry partnerships.

Emmanuel "Manny" Pacin is a seasoned heavy civil and marine construction executive with more than 23 years of leadership in infrastructure, utilities, marine construction, earthwork, and site development. He leads field operations across flood control systems, sheet pile retaining walls, dredging, seawalls, and site development for USACE, municipal, and private clients throughout Florida. Combining hands-on construction knowledge with executive leadership and business ownership experience, Manny has contributed to more than 50 federal and state infrastructure projects and is recognized for operational efficiency, accountability, and quality results under demanding conditions.
